The uniqueness of the EN ISO 14816 identification codes is realised and safeguarded through a hierarchical registration structure, which is illustrated in the figure below:
CRA = Central Registration Authority (NEN)
CS1 NRA/I = National Registration Administrator for Issuers (normally the national standards institute)
CS1 Issuer = Issuer of unique service codes, for example a toll road operator
CS2 Manufacturers = Manufacturer of AVI equipment
As the illustration shows, how to obtain a code depends on your “role” in the system.
You may have received a request from an Issuer in your country, applying for an Issuer Identifier. In order to be allowed to issue identifiers, you should be registered by the Central Registration Authority. If no AVI/AEI system is in operation in your country, then there is no need for an NRA/I.

There can only be one NRA/I in each country. It is normally the national standards institute, but the task may be delegated with the approval of the state authorities and/or the national standards institute depending on the situation in your country.

Issuer is defined by EN ISO 14816 as “a body authorised by the NRA/I to issue a CS1 Service Code/Unambiguous Number.” An example of an issuer is a toll road operator. Within a country, each issuer is identified by a unique identifier (“issuer identifier”). The combination of the issuer identifier and the country identifier assigned to the National Registration Administrator (NRA/I) provide uniqueness.
EN ISO 14816 lies down the following criteria:
Apply in writing to your National Registration Administrator (NRA/I). Your NRA/I must be registered by us first before it can assign an issuer identifier to you. You cannot apply for an issuer identifier directly through this web site.
In most cases the national standards organisation functions as NRA/I. NRA/I’s are registered for EN ISO 14816 too. Perhaps your NRA/I is already on our list. If not, please request your national standards organisation to apply with us for registration as NRA/I.
Yes, EN ISO 14816 does permit the allocation of several identifiers to one issuer. Each of the identifiers will then be treated as belonging to a separate issuer.
